Optically linked silicon spin-qubit developer Photonic Inc. has unveiled a proposal to establish Project VANGUARD, a multi-tenant semiconductor fabrication and packaging facility estimated at up to CA$500 million (US$359.1 million). Designed as shared domestic infrastructure, the proposed Vancouver-anchored facility aims to address pilot-scale fabrication and advanced packaging bottlenecks across quantum computing, artificial intelligence (AI), aerospace, defense, and optical sensing sectors in Canada.
Project VANGUARD was selected for inclusion in the official Canada Investment Summit Prospectus, a curated platform presented to institutional investors, sovereign wealth funds, and allied government partners during the September 14–15 summit in Toronto. The initiative seeks to establish shared domestic manufacturing capacity, mitigating reliance on foreign foundries to shorten development cycles, preserve intellectual property (IP), and secure sovereign supply chains for critical dual-use hardware.

By establishing domestic silicon photonics manufacturing capacity, the facility would support scalable production of the company’s T-centre qubits—optically linked silicon spin-qubits designed for distributed, entanglement-first quantum architectures over standard telecom fiber. Under CEO Don Mattrick, Project VANGUARD builds on the company's CA$275 million ($200M USD) Series A final close at a $2 billion USD valuation, expanding domestic hardware infrastructure alongside its participation in Canada's Quantum Champions Program and Stage B of DARPA's Quantum Benchmarking Initiative (QBI).
